The question of opening Wai chow was also under consideration now in connection with the Canton-Hankow Railway. Under the Mackay Treaty of Sept 5, 1902, the opening of Wai chow depends on the agreement of other most favoured nations.
The proposals about taxes are dealt with in that Treaty. Nanning is asking what is dealt with in Article (herewith) £7.0.
